Roger Cortez, AKA The Human Flood, is a metahuman male with hydrokinetic abilities. He possesses physical adaptations which not only allow him to survive underwater, but also amplify his strength and durability while submerged beneath the waves. The Human Flood possesses the power of hydrokinesis, or being able to manipulate water with his thoughts. The Human Flood can take control of bodies of water as well as regular moisture in his surroundings. His control appears to extend to water of any kind, though he has an easier time with some kinds than others. The Human Flood has been observed using this water for both offensive and defensive purposes. When immersed in water, he can propel himself through it at dizzying speeds.
The Human Flood grows more physically powerful when his body is saturated with water. We theorize that it triggers a special mutation in his satellite cells, causing them to rapidly multiply. His cardiovascular fibers stretch further than humanly possible, and the hormones which inhibit muscle growth are temporarily neutralized. In addition to boosting his body's natural regenerative capacity, this allows the Flood to lift / press weights somewhere in the realm of 15 tons unaided. When underwater, his senses sharpen to an astonishing degree, enabling him to navigate with grace even in complete darkness.
The Human Flood wears a shark-themed uniform which disguises his face. The uniform (confiscated when Cortez was first arrested) is covered in a number of pockets which hold water. He also wields a trademark "amphibious speargun" which can shoot flechettes both above and below water with equal effectiveness.
